Position: Chief / Chief Executive Officer (C/CEO)
Ute Pass Regional Health Service District (UPRHSD) is hiring a Chief / Chief Executive Officer to lead our EMS and mobile health district in the Colorado mountains west of Colorado Springs.
This is a full executive role — you'll report directly to the Board of Directors and oversee all operations, clinical services, administration, and strategic direction through a team of four Deputy Chiefs. We're a growing, mission-driven district doing meaningful work in a rural community, and we need a leader who's ready to own it.
What you'll do
• Lead and align all district operations, clinical services, finances, and strategic initiatives
• Partner directly with the Board and serve as the face of UPRHSD in the community
• Support and develop a leadership team of deputy chiefs across operations, administration, clinical Services, and strategic innovation
• Manage budgets, grants, and financial health of the district
• Build relationships with local governments, hospitals, fire districts, and state/regional EMS partners
• Champion a workplace where people feel valued and connected to the mission
Required Qualifications
• Current Colorado paramedic or EMT certification
• Minimum of five (5) years in a field role as a licensed/credential paramedic or EMT
• Minimum of three (3) years at the executive or senior leadership level with demonstrated accountability for organizational outcomes
• Exceptional communication, organizational, and decision-making skills with proven ability to engage effectively with boards, staff, and external stakeholders
• Valid Colorado driver’s license with an acceptable driving record
• Must be National Incident Management Service (NIMS) compliant to Incident Command Competency,ICS-300 andICS-400 or ability to obtain within six (6) months of hire
Preferred Qualifications
• Bachelor’s degree in Public Administration, Emergency Services, Healthcare Administration, Business, Finance, Leadership, Allied Health, or a related field
• Experience leading a Colorado special district, municipal EMS agency, or comparable public service organization
• Familiarity with Colorado EMS statutes, CDPHE requirements (specifically Chapter
2), healthcare reimbursement systems, and rural health policy
• NIMS Certified 100, 200, 700, and 800
• Prior experience reporting to or collaborating with a Board of Directors in a public or nonprofit governance structure
• Demonstrated experience building organizational culture, leading through change, and developing high-performing leadership teams
• Colorado State and National Registry for Paramedic
Compensation
$137,000–$175,000 annually, plus full benefits including health, retirement, and paid leave. Placement within the range based on qualifications and experience.
