We are seeking an experienced and strategic financial leader to join the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) team as our Deputy Chief Financial Officer.
This executive-level opportunity plays a critical role in shaping financial strategy, overseeing complex fiscal operations, supporting executive leadership, and driving innovation across a high-impact organization serving millions of Maryland residents.

This Deputy CFO is the assistant advisor to the MDOT MVA Administrator, Deputy Administrators and executive team on all Finance matters, issues, and directions. This position supports the Chief Financial Officer (CFO), in presenting the annual budget to MDOT senior finance staff, and in cooperation with the Administrator, to the Secretary, Deputy Secretaries and TSO Finance team. Required to attend legislative budget hearings to support the Administrator as needed. This position engages with executive staff in the design, implementation and management of the strategic course for the MVA. The strategic plan incorporates the Mission, Vision, Goals and Strategies of the Administration to ensure success of the organization.
Responsibilities
• Discussing budget and strategic information with MVA Administrator and executive management. Monthly financial status with Administrator and executive staff. Providing information and insights to enable Executive management in their decision-making process, participate in monthly project review teams discussions, involved in legislative committee for fiscal, economic and program impacts and implementation strategies of legislation affecting MVA, managing for results and other planning, budget and finance meetings at MDOT.
• Assisting with leadership of the Office of Financial Services including Financial Management and Accounting and Financial Systems. Assisting with oversight of the Accounting and Financial systems Division including Accounts Payable, Accounts Receivable, Cash Receipts, and Revenue.
• Supervising and supporting over 2000 invoices monthly and over $20 million in various refunds via the financial systems of the MVA, including Financial Management Information System (FMIS).
• Sponsoring for the management and development of financial systems, including interfaces with the business system named Customer Connect, a point-of-sale system for all business transactions and an accounts receivable system and invoice approval workflow IT system. Assisting with the MVA strategy for business process improvement using information technology to enhance customer service and operating efficiency.
• Managing workforce diversity and technological advances in the workplace.
• Facilitate consolidated and complete weekly update of financial information so that the managers know their financial status in a timely manner in order to enforce financial accounting and responsibility.
• Provide reports and analysis for various units including summary and detail expenditure.
Preferred Qualifications
Education: Bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, Economics, or related field.
Experience: Six (6) years of experience in government, public sector, or business operations that includes exposure to budgeting, financial management, accounting, or fiscal oversight. Four (4) years of supervisor or management experience leading professional staff in areas such as financial operations, budget development, business administration, fiscal analysis, or related administrative functions.

• Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
Licenses & Certifications
