Description
RTI Consulting is the managing prime of a contract in Springfield, VA. We are seeking a Financial/Budget Manager to support the Office of Special Programs, Chief of Staff, and Government staff members in all planning, programming, budgeting, and execution (PPB&E) activities for customers' financial resources, consistent with DoD and IC policies and directives. This position is FUNDED.
Skills and Experience REQUIRE:
Active TS/SCI and willing to take a CI after starting on the contract if not already held.
• Bachelor’s Degree in Business, related field, with 12 years of total experience and 8 years of specialization. If no degree is held, it requires 16 years and 8 years of specialization. Specialized budget execution experience in the IC or DoD.
• 8 yrs. Specialized planning and programming experience, including developing budget submissions and budget narratives
Desired: Must have 2 of the 3 noted below:
• Experience with PRISM and GEOF acquisition/financial software.
• Proficiency in appropriations law as it applies to budget execution.
• Experience drafting Congressional Justification Books and Congressional Budget Justification Books.
Duties include, but are not limited to:
• Perform budget and cost analysis functions in support of Office of Special Programs (OSP) activities. This includes developing and operating models, tools, and techniques related to budget planning, tracking, execution reconciliation, and analysis.
• Assist in preparing, coordinating, and presenting budgets, including, but not limited to, the IPOM /IPBS and CJB/CBJB submissions and budget execution activities.
• Perform budget status reconciliation, expenditure tracking, and management activities; formulate spending plans; and develop and operate financial analysis tools as required.
• Schedule and facilitate monthly OSP Resource Reviews for OSP programs, which should include an internal budget and spending plan status update.
• Assist OSP’s business functions to facilitate monthly and quarterly reporting to customers, IC, and Congress.
• Support day-to-day business rhythm execution to enable OSP corporate efficiencies.
• Prepare, maintain, and present financial and budget reports and briefings with the creation and use of visual aids (graphs, charts, etc.) to senior leadership, as well as drafting, editing, and proofreading documents for publishing
