Summary This position is part of the National Archives and Records Administration, Office of the Chief Financial Officer. As the Chief Financial Officer, you will be NARA's technical authority on budget formulation, presentation, and execution, and the chief advisor to the Archivist of the United States and senior staff on agency financial management issues. . Duties As a Chief Financial Officer, you will: • Serve as the technical authority on budget formulation, presentation, and execution. Participate in executive teams to shape the Agency's strategic direction beyond fiscal concerns, produce high-level approaches to address priorities and customer needs. • Guide the preparation and defense of budget submissions to the Office of Management and Budget (OMB) and Congress. Act as the primary point of contact with OMB, present budget plans to senior management, and provide expert testimony at congressional hearings to secure necessary operational funding. • Oversee the preparation of annual and quarterly financial statements and coordinate with independent auditors. Guide and secure accounting and financial systems to prevent Anti-Deficiency Act violations and establish strict controls to guard against fraud, waste, and abuse. • Direct the financial management of complex specialized funds, including the National Archives Revolving Fund and the National Archives Trust Fund. • Lead the integration of enterprise risk management, internal control, and financial reporting activities to provide cohesive, data-informed insights to Agency leadership on emerging fiscal and operational risks. • Provide executive direction to subordinate managers overseeing accounting, budgeting, auditing, and contract oversight functions. Requirements Conditions of employment • Must complete a 1-year SES supervisory probationary period, unless previously completed. • Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years. • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. • Obtain and use a Government-issued charge card for business-related travel. • Must complete a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on. • You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. • Designated and/or Random Drug Testing may be required. The Executive Core Qualifications (ECQs) Technical Qualifications (TQs) must be demonstrated within your 2-page resume. Technical Qualifications (TQs). TQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below: A. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. • TQ 1: Demonstrated executive-level experience leading federal budget formulation, presentation, and execution. • TQ 2: Demonstrated executive-level experience directing comprehensive financial operations, accounting systems, and compliance within a complex organization. B. EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume should demonstrate accomplishments that would satisfy the ECQs. The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. There are five ECQs: 1. COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and rule of law, and commitment to serve the American people. 2. DRIVING EFFICIENCY - Demonstrated ability to strategically and sufficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. MERIT AND COMPETENCE - Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. LEADING PEOPLE - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. That includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. ACHIEVING RESULTS - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Noncompetitive Applicants - If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, ECQs are not applicable. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
