Position Description
This posting will be used to fill a full-time, permanent position in the Engineering Division (Utility Engineering) in the Department of Public Works. This is advanced or lead level engineering work in a specific engineering program area involving water and sewer modeling, water and sewer strategic planning, capital improvement projects, or comparable engineering program specialty.
NATURE AND VARIETY OF WORK
Work requires considerable contact with County employees, officials, engineer consultants, community representatives, developers, contractors, and representatives for regulatory agencies for the purpose of presenting, explaining, and implementing various work projects.
Work performed requires extensive knowledge in project management to include overseeing the performance of consultants and contractors, contract agreements, water and sewer planning and operations, strategic planning, construction operations, and other engineering programs requiring a comparable level of knowledge. The scope of work impacts the quality of life in the County through the ability to plan, design, and construct the public infrastructure, which affects the County's growth and expansion of the tax base.
Work assignments are received from a higher-level supervisor, but the employee has considerable independence in developing procedures and carrying out the project from design to completion. The guidelines used to perform the work may include Federal, state, and county codes and regulations, engineering texts, and other appropriate references.
Some positions involve lead worker responsibility over other professional, technical, or support staff.
Examples of Duties and Knowledge, Skills and Abilities

Perform water and sewer capacity analyses by using computer hydraulic models to ensure that adequate capacity exists within water distribution and sewer conveyance systems to accommodate proposed subdivisions and commercial development, reviewing and responding to Water and Sewer Master Plan amendment requests, rezoning, and general engineering requests. These analyses will also be used to improve system operation and efficiency for utility operations and provide support for capital projects.
Maintain and calibrate the water and sewer computer models using consultant services, field testing programs, and data management to ensure that model simulations are accurate and complete in response to water and sewer capacity requests.
Manage multi-year comprehensive water and sewer strategic planning programs being developed through consultant services and in-house staff to develop a framework for the County's water and sewer capital improvement program.
Manage and process information and data by developing, updating, and maintaining specific software applications using databases, ESRI ArcPro, and hydraulic modeling software to ensure the processing of water and sewer capacities, wastewater flow reports, and creation of wastewater allocation summaries are coordinated comprehensively and accurately.
Develop and implement various applications, e.g. analyzing water and sewer meter data.
Make presentations and provide information to county officials, community organizations, citizens, consultants, and contractors on water and sewer flow and capacity concerns.
Oversee work of professional, technical, and support staff engaged in water and sewer capacity analysis.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge in understanding of the inter-dependency between land use management issues and the required supporting water and sewer utility infrastructure.
Thorough knowledge and understanding of the balance between supporting planned growth objectives of the County versus the cost and technical feasibility and limits of the necessary water and sewer utility infrastructure.
Thorough understanding of the goals, objectives, policies, and requirements stipulated in the Water and Sewer Master Plan.
Thorough understanding of the functional characteristics and principles governing hydraulic system concepts, formulas, and operations of pump stations, sewer force mains, water transmission and distribution mains, fire hydrants, water treatment plants and water supply wells, and related equipment.
Ability to write technical documents, reports, and correspondence.
Ability to interpret technical designs, drawings, specifications, and contract documents.
Ability to operate a personal computer and use a variety of software applications.
Ability to communicate effectively both orally and in writing.
Ability to make effective presentations of technical engineering subjects to a variety of government officials, community groups, and citizens.
Ability to work effectively and equitably with people.
Minimum Qualifications
Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.
Experience: Four (4) or more years technical experience in engineering.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.
Note: This position is Safety Sensitive and employees in this position are subject to Controlled Dangerous Substance Testing (CDS) and Alcohol testing.
Supplemental Qualifications
Preference will be given to applicants with the following:
1. Experience in hydraulic modeling of water & sewer utilities.
2. Experience in design & construction of water & sewer utilities including force mains, water mains, and pumping stations.
3. Experience in strategic planning of water and sewer utilities.
4. Knowledge of County design requirements specifically water and wastewater projects.
5. Knowledge of GIS software.
6. Possession of a Professional Engineering (PE) license.
