Hawai‘i Tourism Authority PRESIDENT AND CHIEF EXECUTIVE OFFICER Position No. 124306 This position is Full-time, Exempt, Non-Civil Service Salary Commensurate with Experience Location: Honolulu, Hawai‘i. Relocation costs will not be paid The Hawai‘i Tourism Authority (HTA) -- the State of Hawai‘i’s lead agency for tourism, responsible for managing, marketing, and stewarding tourism statewide. Established by the Hawai‘i State Legislature in 1998, HTA works to ensure a sustainable visitor industry that honors Hawai‘i’s people and culture, protects natural resources, strengthens communities, and supports a vibrant economy. HTA also oversees the marketing, operations, and maintenance of the Hawai‘i Convention Center and leads statewide destination management planning in partnership with communities, industry partners, and government agencies. Position Overview HTA is seeking an experienced industry leader, and visionary President & Chief Executive Officer (CEO) to lead the organization through a dynamic period of transformation and community-based destination management. The ideal candidate is a collaborative, transparent leader who understands Hawai‘i’s unique cultural and community landscape and can navigate complex relationships across government, industry, and local communities. The CEO serves as HTA’s chief executive leader and is responsible for carrying out the policies and directives of the HTA Advisory Board of Directors, the Governor, and the DBEDT Director. This role oversees all HTA operations, including strategic planning, tourism marketing, community engagement, fiscal management, contract oversight, and staff leadership. KEY RESPONSIBILITIES Leadership & Government Relations • Represent HTA in communications with the Governor, DBEDT Director, Legislature, and federal, state, and county agencies. • Ability to develop and nurture strong relationships with industry partners and the HTA Advisory Board. • Provide annual tourism briefings to the industry and testify at legislative hearings. • Maintain strong relationships with Hawai‘i’s island communities, cultural practitioners, and industry partners. • Lead public outreach, media engagement, and community communication efforts. Board & Organizational Governance • Prepare agendas and materials for Advisory Board meetings; provide analysis and recommendations. • Oversee procurement processes, including RFPs, bid solicitations, and contract evaluations. • Develop and monitor Key Performance Indicators (KPIs) for contractors and programs. Industry Expertise & Program Oversight • Lead and participate in contract negotiations with tourism partners and destination marketing organizations when necessary. • Understand airline route development, cruise ship scheduling, and visitor access considerations. • Direct economic studies, feasibility analyses, and risk assessments. • Oversee program implementation, resource allocation, and performance evaluation. Administrative & Fiscal Management • Oversee HTA bylaws, administrative rules, internal policies, and operational procedures. • Manage budgets, expenditure plans, accounting protocols, internal controls, and cash flow. • Ensure proper records management, reporting, public notices, and inventory control. • Coordinate fiscal matters with DBEDT and other state agencies. Personnel Leadership • Recommend the hiring of staff and consultants; oversee training, performance evaluations, and personnel actions. • Maintain discipline, resolve grievances, and approve leave requests. • Foster a collaborative, high‑performing organizational culture. Travel • Travel as required for meetings, conferences, and industry forums.
